==== European Union ==== In February 2016, orphan designation (EU/3/16/1615) was granted by the European Commission to Gilead Sciences International Ltd, United Kingdom, for remdesivir for the treatment of Ebola virus disease. In April 2020, the European Medicines Agency (EMA) provided recommendations on compassionate use of remdesivir for COVID‑19 in the EU. In May 2020, the Committee for Medicinal Products for Human Use (CHMP) of the EMA recommended expanding the compassionate use of remdesivir to those not on mechanical ventilation. In addition to those undergoing invasive mechanical ventilation, the compassionate use recommendations cover the treatment of hospitalized individuals requiring supplemental oxygen, non-invasive ventilation, high-flow oxygen devices or ECMO (extracorporeal membrane oxygenation). The updated recommendations were based on preliminary results from the NIAID-ACTT study, which suggested a beneficial effect of remdesivir in the treatment of hospitalized individuals with severe COVID‑19. In addition, a treatment duration of five days was introduced alongside the longer ten-day course, based on preliminary results from another study (GS-US-540-5773) suggesting that for those not requiring mechanical ventilation or ECMO, the treatment course may be shortened from ten to five days without any loss of efficacy. Individuals who receive a five-day treatment course but do not show clinical improvement will be eligible to continue receiving remdesivir for an additional five days.
=== Regulation === Acetyl-CoA is formed into malonyl-CoA by acetyl-CoA carboxylase, at which point malonyl-CoA is destined to feed into the fatty acid synthesis pathway. Acetyl-CoA carboxylase is the point of regulation in saturated straight-chain fatty acid synthesis, and is subject to both phosphorylation and allosteric regulation. Regulation by phosphorylation occurs mostly in mammals, while allosteric regulation occurs in most organisms. Allosteric control occurs as feedback inhibition by palmitoyl-CoA and activation by citrate. When there are high levels of palmitoyl-CoA, the final product of saturated fatty acid synthesis, it allosterically inactivates acetyl-CoA carboxylase to prevent a build-up of fatty acids in cells. Citrate acts to activate acetyl-CoA carboxylase under high levels, because high levels indicate that there is enough acetyl-CoA to feed into the Krebs cycle and conserve energy. High plasma levels of insulin in the blood plasma (e.g. after meals) cause the dephosphorylation of acetyl-CoA carboxylase, thus promoting the formation of malonyl-CoA from acetyl-CoA, and consequently the conversion of carbohydrates into fatty acids, while epinephrine and glucagon (released into the blood during starvation and exercise) cause the phosphorylation of this enzyme, inhibiting lipogenesis in favor of fatty acid oxidation via beta-oxidation.
=== Conflict between black groups === In the late 1980s and early 1990s, supporters of the UDF, ANC, and aligned militias were, in some areas, involved in prolonged low-intensity conflict with a constellation of various other militias: some independent, others state-sponsored, and many aligned to the rival Inkatha. In some accounts, this development was directly linked to events during the Vaal uprising: as the United Nations High Commissioner for Refugees observed in 1996, the uprising had led to the formation of local vigilantes and in some cases to territorial conflicts between them. "A degree of conflict between black groups" was already a feature of the uprising by 1985. In addition, the uprising also involved the seeds of hostility between UDF supporters and Inkatha, with Inkatha leader Mangosuthu Buthelezi stridently condemning the uprising's leaders and encouraging his supporters to retaliate against the perpetrators of violence.

It was introduced in an ordinary differential equation (ODE) form by the Nobel Prize in Chemistry winner Manfred Eigen in 1967 and subsequently further extended in collaboration with Peter Schuster. It was proposed as a solution to the error threshold problem encountered during modelling of replicative molecules that hypothetically existed on the primordial Earth (see: abiogenesis). As such, it explained how life on Earth could have begun using only relatively short genetic sequences, which in theory were too short to store all essential information. The hypercycle is a special case of the replicator equation. The most important properties of hypercycles are autocatalytic growth competition between cycles, once-for-ever selective behaviour, utilization of small selective advantage, rapid evolvability, increased information capacity, and selection against parasitic branches.
== Background == The development of eugenics in the United States during the late nineteenth and early twentieth centuries created a foundation for policies targeting marginalized populations for sterilization. Eugenic ideology promoted the belief that sterilization would prevent "undesirable" children from being born. Undesirable traits correlated with reproductive fitness which included race and ethnicity. In the late nineteenth and early twentieth century, the immigration rates in the United States spiked along with the reproduction rates in immigrant families. This provoked a deeper fear from eugenicists that native born Americans and Americans with strong reproductive fitness would be outnumbered by immigrants who possess a low reproductive fitness. This fear became ingrained into many Americans across the nation and became fuel for the sterilization of Latinas movements in the twentieth century. Latina women were particularly vulnerable to eugenic sterilization policies due to racialized beliefs that cast them as inferior and unfit to reproduce. In California, eugenics programs were tied to broader efforts to reduce immigration from Mexico. Mexican American women were stereotyped as excessively fertile, unfit parents, criminally inclined, and intellectually inferior. Figures in support of Eugenics advocated for and promoted these beliefs to the public. Charles M. Goethe played a key role in popularizing eugenic ideas in California, and he founded the Eugenics Society of Northern California.

A plebiscite on whether the Sanitary Board should have an official or unofficial majority was held in Hong Kong in June 1896. The result of the plebiscite was overwhelmingly for unofficial majority, however no constitutional changes were made for Sanitary Board, though the constitutions of the Executive and Legislative Council were changed as unofficial members were added as a result. The 1896 plebiscite is on record the only referendum conducted by the Hong Kong Government and could be seen as part of the first major debate on the constitutional reform in the crown colony during the 1890s. It was much earlier than the Governor Mark Aitchison Young's Young Plan in the 1940s and 1950s and the rise of the modern pro-democracy camp in the 1980s.
